The Castle Rock Town Council met on Tuesday night, September 1st. All council members were present with the exception of Councilmember Teal and Councilmember Wilson. Ernest Smith, Pastor of Front Range Christian Church, gave the invocation.

Council comments began with the reminder of the last movie in the Starlight Movie Series. Captain America will be playing on September 5th. Councilmember Valentine thanked everyone who attended the “Slide the City” and also reminded everyone of “Whiskey and a Western Date Night” on September 19th for everyone ages 21 or over. Mayor Donahue made a movement to go into Executive Session at the end of the meeting to evaluate the Interim Town Manager’s performance.

Unscheduled public appearances began after the council comments. First unscheduled appearance was Anne D. She expressed her concerns for the quiet zones issues. Next up was John Woodrick, Event Manager for Castle Rock Chamber of Commerce. He announced Colorado ArtFest and used his time to describe the different art shows, experiences and expectations that patrons can expect to see at the Colorado ArtFest. Janet C. inquired about an independent study, if one was completed or not, about the Wolfenzberger Pedestrian Bridge. Steve W. was next for unscheduled appearances and he brought up issues with train noises and asked for resolutions to the high level of train noises. Stacey R. also inquired about the independent study for the pedestrian bridge, train noise, and also proposed a lighting option for the Rock.

Next was Town Manager’s Report in which Town Manager David Corliss started with the success of Castle Rock’s Slide the City. They are currently seeking a study on Impact Fees for the event and have completed a study about the water usage. There is a new traffic signal on Highway 83 that connects to Castle Oaks Drive. The council was also given an update on the Parks and Recreation Director Position. The applications were closed and interviews will be happening later on in September.

The Town Attorney’s Report followed next. Town Attorney Slentz updated the council on the proposed election code. Amendments will be hopefully presented to the council in late October or early November.

Consent Calendar items were all approved. These items included approving the minutes from previous meetings, approving an agreement between the Town of Castle Rock and Castle Pines Homes Association, and repealing/readopting Section 17.52.230 of the Castle Rock Municipal Code concerning home occupations. Deb and Sean Martin, residents of Castle Rock, both commented about their concerns about the Section 17.52.230.

Quasi Judicial Hearing only had one item. This item was ORD 2015-39 in which voting was on amending the Town’s zone districting map by approving the Terrain Planned Development Plan, Approving the Terrain Planned Development Zoning Regulations and Approving the Terrain Development Agreement; and vesting a site specific development plan. This was a first reading. Planner Julie Kirkpatrick said the Planning Commission voted 5-0 with conditions that has since been met since the vote. The council approved this motion, 5-0.

RES 2015-77 opened up the Advertised Public Hearings & Discussion Action Items. This resolution is approving the Castle Rock 2015 Parks and Recreation Master Plan. This resolution was approved, 5-0

RES 2015-76 is a resolution approving the Castle Rock Parks and Recreation Strategic Plan. Resolution was approved, 5-0

ID 2015-205 was next up which was a 2015 Mid-year financial review with the financial period ending June 2015.

The meeting was adjourned around 8:35pm
